Legal Advisor (Retainer Basis)

ECSA-HC invites applications from qualified legal firms to provide legal advisory services on a retainer basis. The selected firm will provide legal support on matters related to institutional governance, contracts, compliance, dispute resolution, and other legal issues relevant to the Organization's operations.

About the Organization

Introduction & Background

The East, Central, and Southern African Health Community (ECSA-HC) is an intergovernmental health organization that fosters and promotes regional cooperation in health among member states.

Member states include Kenya, Lesotho, Malawi, Mauritius, Eswatini, the United Republic of Tanzania, Uganda, Zambia and Zimbabwe.

ECSA-HC was established in 1974 to foster and strengthen regional cooperation and capacity to address the health needs of member states.

The ECSA Health Community works with countries and partners to raise the standard of health for the people of the ECSA region through cooperation, collaboration, research, capacity building, policy development and advocacy.

Scope of Services

What is Required

  • Public International Law: Privileges and immunities, status agreements with host countries, treaties, and memoranda of understanding (MOUs)
  • Institutional Governance: Governance structures, rules of procedure for governing bodies, resolutions, and legal interpretation of constitutive documents
  • Contract & Commercial Law: Drafting and negotiating complex high-value contracts, procurement contracts, licensing agreements, consultancy and partnership agreements
  • Dispute Resolution & Litigation Management: International arbitration, mediation, litigation including employment and contractual disputes
  • Administrative & Employment Law: Internal justice systems, staff regulations, rules, and complex personnel matters within international administrative law
  • Regulatory Compliance: International sanctions regimes, anti-money laundering, counter-terrorism financing, and data protection regulations
  • Ethics & Investigations: Independent internal investigations into allegations of fraud, corruption, sexual exploitation and abuse (SEA), and harassment
  • Specialized Advisory: Intellectual property, environmental law, or maritime law depending on organizational mandate
  • Diplomatic Relations: Operations of international and diplomatic organizations, including immunities and privileges
Eligibility

Qualifications & Experience

  • International Reputation: A recognized firm with a proven track record advising major international organizations, governmental bodies, or multinational corporations on complex cross-border matters
  • Relevant Experience: Demonstrable experience (10+ years) in the specified practice areas with relevant client references and case studies
  • Global/Regional Footprint & Local Expertise: Network of offices or formal alliances in key geographic regions where the Organization operates
  • Multilingual Capabilities: Ability to provide advice and draft legal instruments in official languages of the Organization
  • Conflict of Interest: Robust internal procedures to identify and manage conflicts of interest
  • Partner-in-Charge: A senior partner with 15+ years experience advising international clients
  • Relationship Partner / Managing Associate: Key point of contact for day-to-day liaison
  • Specialized Lawyers: Team of associates and senior associates with expertise in required practice areas
