Initial Establishment
The HSSD program was originally established purely as a Healthcare Financing Programme (HFP).
Scope Expansion
Expanded beyond financing to tackle broader systems issues like resource management, health workers, and medical supplies.
HRH Challenge Identified
The HRH&CD program was established as a strategic niche to support member states in addressing severe human resource constraints.
Official Merger
The 61st Health Ministers Conference officially endorsed the restructuring, merging HSSD and HRH&CD into the new HSCD cluster.
