Framework Agreement for Vehicle Hire and Ground Transportation Services

ECSA-HC invites proposals from qualified transport companies to enter a 2-year framework agreement for the provision of vehicle hire and ground transportation services for staff, delegates, and official missions in the Arusha region and across member states.

• Provision of saloon cars and 4×4 SUVs with drivers for daily hire
• Airport transfers for staff and visiting delegates
• Long-distance ground transport to member state capitals as required
• Vehicle must be less than 5 years old, comprehensively insured
• 24/7 availability and a minimum fleet of 10 vehicles
• Monthly invoicing and reporting on utilisation

• Must hold a valid transport/car hire business licence
• Minimum fleet of 10 operational vehicles
• All vehicles comprehensively insured and with valid inspection certificates
• Minimum 3 years' experience serving international organisations or NGOs
• Criminal background checks for all assigned drivers

Submit technical and financial proposals in a sealed envelope to the ECSA-HC Procurement Office, clearly marked 'ECSA-HC/T/2026/005 — Vehicle Hire Framework'. Electronic submission to procurement@ecsahc.org is also accepted for this tender, with hard copy to follow within 2 working days.
